No, he held a vote on banning Uno and let Congress decide because he thought there would be demand for it, and he was right because some Congressmen voted in favour of the ban. I was personally opposed to banning Uno but I still thought Congress should vote until Envoy punished Uno, which I thought was appropriate enough.
