Trump ROUTINELY would refuse to make the last payment, claiming the work wasn't done satisfactorily. When the contractor would threaten to sue, Trump's response would be "My lawyers will keep you tied up in court for years."
As a result, many smaller contractors DIDN'T sue and took a major financial hit, in some cases even going bankrupt.
