I ment why do people think the president & VP have to vote? I thought that was only for ties and such. I don't think people actually read Silverado's meme constitution.

How do you expect me to know why some people think something there is no proof of them even thinking? I haven't seen anyone claim that the President and VP get to vote. And even if they do, what does it matter? Yes, the VP's vote only counts for tie breaks. And yes, it's likely many haven't read the constitution, but I certainly have.
