Half of Congress must agree to go to war on someone

Personally, I think ending all these petty alliances with different streams would be a great start. IP as a neutral stream that tries to end conflicts rather than join them would help. If a threat is attacking IP directly we should use diplomacy and our own forces to fight against it. (perhaps regiments could be formed from members of different streams)
