My stance on the current situation.

See, this is where the part "Or anyone, for a matter of fact." comes in. (Also, I really don't know much about IMGFLIP moderation because I came back barely 1 month ago before I took a break around the end of Strangmeme's presidency.)

Stream owner: Is the creator of the stream or is a trusted individual of the founder and is responsible for deciding who becomes a mod and the stream's rules. Is expected to enforce TOS.

Stream mod: Helps the owner moderate the stream and help enforce stream rules and TOS.

Community Mod (green M): Is supposed to moderate the official streams and help streams enforce TOS and help global mods.

Global Mod: Moderates the official streams and enforces TOS, puts community mods in place. Is responsible for the deletion of repeated TOS violators, streams, and users alike.

Owner (aka the emperor of mankind): Chooses who becomes a community mod and global mod,runs the website, and decides what new features will be added. Wrote the holy TOS.

Of course, it gets more complicated but that's basically all you need to know.
