It doesn't actually work that way. I've posted over 1,500 memes. You are the SECOND person who has said anything--and the OTHER person has TWO creations and joined just a few weeks ago.
The TOS are talking about things like posting links to external websites to promote a business, etc.
For instance, awhile back I did a joke meme "announcing" my "new" CRYPTOcurrency. Keep in mind that "crypto" MEANS "hidden".
The "ad" was "MONEY WALKS -- NOBODY TALKS."
(I'm Italian, originally from the New York City area, so think "Mafia" ...)
At the bottom was the "URL": www.WhereTheHellIsMyMoney.com
That got rejected for "advertising", so I had to recreate it and include in the title (See comments) and say in the comment that it's just a joke, not an actual site.
