It was the regulatory commission (...don't let TX rumors of deregulation fool ya, there's still bureaucracy galore...) "coordinating" with the providers. Apparently the people affected had signed up through their providers to be on a program, and granting permission to do this was in the fine print. But hey, there was also a monthly sweepstakes! 🙄
We've been so dumbed down to not bother reading what we sign up for, and just assume someone else has our best interests in mind...
