Oh, where to start. It is a very complicated topic, I'll give you that.

To your original meme, that was the trope for those opposed to President Bush 43 and the Iraq war. "There were no WMDs and we just went in for the oil", they'd say.

Fast forward 15 years and under President Trump we were a net oil exporter (meaning that we produced more than we used, so we were able to sell oil to the rest of the world).

Fast forward to January 2021. With the stroke of a pen Biden shuts down production of oil on federal lands. This is 20% of domestic production. Losing that flips the switch, and now all of a sudden we're a net oil importer again (meaning that we're using more than we're producing). Thus the increased prices that we're all paying at the pump now.

To your tweets screenshot, that was caused by the Colonial pipeline hack. It didn't affect the entire country, but it was pretty bad for the area that it did hit. It was a localized shortage to be sure, made worse by people panicking.
