Like if congress passes something the senate has to approve it.
The Senate should have six people serving under it.

How about this, 15 people in congress, 2/3 of 15 is 10, then your senate, Which 4/6 approves vote

We already voted whether to have a senate and it failed pretty easily.

Why not just get rid of the president's 3 congress members and replace them with the Senate instead.
