In reading chapter 8 of Acts the writer didn't actually say that he is one or the other. I've done a word search on Philip but saw no other appearances of him, except in the book of Acts. From those, none of them gave any description of who he is except in 21:8 where Paul went to the house of "Philip the evangelist".
Since the Bible usually is careful to distinguish peoples with the same name, i.e.: "Simon, also called Peter" (Matthew 10:2) & "Simon the Canaanite" (Matthew 10:4), I think the Philip shown on ch. 8 is the Apostle Philip himself.
