I spent quite literally 5 years trying to get a basic state ID. Not because I was an illegal, but because my files were lost when my family became homeless, and getting birth records from another state costs $60 for just the record alone. On top of that, getting to a government office required time that me and my family rarely if ever had, because we needed to go to bread lines to ensure we didn't starve to death.
Bear in mind that not having an ID means you cannot go to college, you cannot take out a loan, and you cannot even get unemployment much less a job.
It was only through help from a church friend that I finally got an ID in the first place. I got lucky, and now with an ID I'm in college with a job and got my vaccine courtesy of my college.
Poverty is a vicious cycle that keeps you in poverty, cause without an ID, you are sorely pressed to get an ID.
