From what I have gathered in my studies of the topic, the people who went to the gulags hated Stalin, the people who had family imprisoned or executed hated Stalin, but a lot of the people living in rural areas, that were abandoned to crime and warlords after the collapse, held up Stalin like a hero for keeping the the country strong at any cost. Khrushchev was a moderator and they blame the moderation on the collapse.
