The filibuster is an accidental outcome of an 1806 rule change to make votes on legislation easier. It was never intended as a method for the minority to frustrate the will of the majority. If the concern is that the voice of the minority will not be heard, put a rule in place allowing them a specific amount of time to present their arguments against a bill, before it is voted on. That would restore the Constitutional intent in establishing a Bi-Cameral, Representative Democracy.
