Political investigations begin with the conclusion and then attempt to build a case. Just look at the Trump investigations, the Kavanagh hearings, climate change, Hunter Biden 'investigations', Russian anything, Benghazi, and on and on.

You are just agreeing with the meme. I am not sure that I would spend the time it would take to find an example of an actual congressional investigation. You know the type, the ones that seek evidence before arriving at a conclusion.
