I personally only watch dubs, because I like to appreciate the drawings and visuals plus understand the characters instead of needing to read the subtitles.

That's ok. I do that too, but personally I think the voice acting could improve. Maybe they could get a better voice director or maybe get talented voice actors (I.e Billy West, Rob Paulsen, Jim Cummings, John DiMaggio, Phil LaMarr, Maurice LaMarche, etc) to do the voices.

Yeah, that would certainly help improve it.

Like honestly, imagine how much the already-high quality of JoJo would improve if you changed a few of the voice actors. (Keep Dio’s and SpeedWagon’s though)

Yeah, it would! And I agree, Dio and Speedwagon's voice actors are good as is.
