Well, it’s a form of 2D animation made by Japan, so technically it is, but we just refuse to accept that it’s a cartoon.

A cartoon is 2D animation, and it doesn’t matter if the animation is wacky or not, it’s still a cartoon. It’s a form of animation, therefore making it a cartoon. Just check the image for the definition of the word cartoon, it doesn’t imply anything wacky or zany.
