Not effects like this, but it has different ways to blur and can make a still look like a quickie gif.

Here's one I made, no flters used, I just thought it looked funny as is,,,

I used a pinch filter and a radial blur with a "zoom" effect centered on the face. I used a website called Photopea.

The split color background probably throws it off.
