Raleigh and Mz ruby are the only ones who didn't return aside from thier cameo in the paintings in sly 2. Panda king is missing in sly 4 and is in sly 1 and 3. And a cameo as a painting in sly 2 which means the trilogy of sly cooper has panda king in all parts

Doesn’t Clockwerk appear in some sort of flashback cutscene in sly 3?

He is mentioned and seen in cutscene and mentioned multiple times in sly 4. I have a theory that Penelope is clockwerk.
