Prepare for a history lesson, buddy!
During the American revolution, America was still a new place, so the people there weren't really skilled at fighting, so you could call them farmers since they had quite a bit of fertile land. A couple years after that, they put some rules for themselves called the Articles of Confederation, which wasn't really that good. (They put up the U.S constitution after what happens now.) When the government tried taxing whisky, Daniel Shays led a rebellion of farmers against it and almost broke down the U.S government. So that's what that meme is about. U.K and U.S were almost killed by farmers.
