Perhaps a term limit? Maybe the limit should be two consecutive terms, but you can be in congress with breaks in between as much as you want.

Also if you're re-running you need to get into the people's minds

We need to have more people. If we have the same old people constantly being recycled, that isnt sending a good message to your supporters. You need something radical to grab people's attention. What about advertising in the paper?

Well we want new people, but we also need experienced people

Have a congress recruitment program headed by veteran members to recruit the best and the brightest.
