you click 'upload new template' Upload image from device, allow this template to be shared publicly.

upload a custom photo and press the box that says “upload your custom template to public”

Go to “Create” and click “Make a meme”, then click “Upload new template” and with the image link or uploaded from your device, click “Allow this template to be shared publicly” to make your own template.
