It only serves as a vowel in context, so not generally considered to be a vowel as a letter on its own. I don’t know of any words in which a,e,I,o,u function as consonants though.

I see and respect your argument but I have been taught that y is a vowel when there is no vowel to be used. There is not much more to say about that.
