There is fraud in every state, some more than others. The idea is to cut down on fraud. The Democrats are the main source of fraud, but many Republicans also dabble in it. You don't cut down on fraud by making it easier to vote.

politicians always make things sound better than they are. if a bill was being discussed that enabled the murder of five year-olds, they'd add a nice touch and say "it's to prevent overpopulation" when it would actually be to prevent the five year-olds reaching the age of 18 and voting them out with new ideas.

likewise, texan politicans want people from rural counties to vote while making rules forcing people from houston, austin, dallas, el paso, or san antonio to be silent
