There is literally an episode where Brain campaign manages Pinky into the presidency so that he can operate as the shadow leader and abuse congressional powers to enact his plan for global dominance.

If anything, Pinky was the one who took it as a test of character to be the honest one in that episode. Brain really actually didn't.
