W.D. Gaster speaks Wingdings, which is a language with multiple letters that are hands, and that's probably why he's called 'The Man who Speaks in Hands'.

1. Comic Sans, Papyrus, and Wingdings are fonts, not languages.
2. Wingdings FONT is composed almost entirely of emojis, but you don't see anyone calling him "the man who speaks in emojis" Stop for a second and think "Why would they say he speaks in hands? Maybe he can't hear, maybe he can't speak."

1) Fonts could very well be languages in Undertale. We have no idea.
2) If Gaster can't speak or hear, how on earth was he the Royal Scientist? He would have had to teach Asgore Wingdings, and Asgore likely doesn't know Wingdings.

1) Sans can speak in multiple fonts, so we can assume fonts are similar to languages.
2a) Just because there's a chart with the Wingdings alphabet on the Internet doesn't mean that such a chart exists in Undertale.
2b) Gaster doesn't use the entire Wingdings alphabet, he speaks in all capital letters.

That does sound like something Sans Gaster would do.
(If we go off the theory that Gaster is Sans and Papyrus' father, his fist name is actually Wingdings and his last name is Gaster. Therefore, the font family consists of Sans Gaster, Papyrus Gaster, Wingdings Gaster, and Semi Gaster.)
