If Greivous becomes emperor, it means Darths Sidious and Vader have either stepped down or have been killed. Considering the Empire was Sidious’ master plan to take revenge on the Jedi and put the Sith back in power, the former extremely unlikely. Remember, Greivous is not a Sith. He’s been trained to use lightsabers, but does not use the Force.
So I guess in this alternate galaxy far, far away, the CIS win the Clone Wars against the Republic, and both Darth Vader and Darth Sidious are killed. Since the Empire evolves from the Republic according to Sidious’ plan, it seems like in this alternate universe the CIS did not just stop at independence, they went and completely conquered the Republic.
Where is Another explanation is perhaps Sidious is dead, but Count Dooku takes control as Emperor with Greivous as second in command. Since Dooku is a Sith, this still does fulfill Sidious’ master plan of puttting the Sith back in power rather than Greivous doing it all himself. If Dooku dies, it’s not unreasonable that Greivous takes control of the Empire himself, possibly beating out an apprentice of Dooku’s for the position (Ventress?).
To actually answer the question, all we know of Greivous in the movies and Clone Wars TV show is that he's a military leader. I won't claim to know how he'd be as Emperor or what he'd do but I’d guess he would rule with four iron fists (heh).
