Thereby this quote, he is saying if you get your jollies off by killing people, enjoy that perk. Serial Killers get their jollies off by killing people, Serial Killers crave control above all else; the ability to take power away from people. The first quote is a paraphrase of the context of the content being discussed so the second quote makes sense.
