It does not. It teaches to love everyone but not necessarily condone what they do. If you are referring to the Old Testament, that's different because Jesus fulfilled the Law by keeping it perfectly, which means that the punishments prescribed in the Old Testament are no longer ones that we use or condone.

The punishment for sexual sins in the Old Testament was death. This passage is saying that these people were consumed by their sin and "committed shameful acts."
