Why not make the things that cause gun violence have bigger penalties for usage. While we're at it, why not up the penalty for murder! Wow, can't believe that there's a way for enforcing justice without infringing more on peoples' rights. If people are more willing to shoot other people because they're on drugs, then increase the penalty for drugs. Simple.
