I think it’s already recognized that alt voting is prohibited, and any investigation into it the validity of an election would no doubt look into that very issue.
But, always good to add Congress’s statement to the matter. I’d vote for it.
That actually might be hard to write into law. We could start with people who join the stream within a week of creation or show unusual knowledge of or interest in events long prior to their joining.
That's the old catch 22, then. We can't define alts even tho we know em when we see em. The mods aren't allowed to confirm or deny stuff like MAC, IP address or VPN usage due to security and privacy concerns.

Well, mods have confirmed IP for white nat alts before, we could have trials for if someone is clearly an alt. In the US constitution, we don't define everything that lets you determine if someone is guilty. You could never define it all
