A Pigouvian tax is assessed against private individuals or businesses for engaging in activities that create adverse side effects for society. For instance, smokers, the obese, auto or gun owners would be heavily taxed due to their cost to society. Therefore, as human overpopulation is the greatest threat to the planet, taxing the number of children in a family would be appropriate.
