If he would've exposed his powers more, then yes. However, in the comic books he never really exposed his powers. He would goof off and shit. But yea, he, technically, was the most powerful ghost rider. But people are saying that Johnny Blaze was the most powerful, but tbh, it's up for grabs bc people think different things.
