You give up you HIPAA rights any time you put another point of contact on your medical records. You can opt in, and you can opt out. You are speaking like ypu dont have control, because they ARE NOT PLACKNG YOU INTO A REGOSTRATION, THEY ARE GOVONG YOU YOUR OWN MEDICAL RECORDS.
I do records management training yearly, you are over simplifying the cases, making it sound like you are losing your rights, when you arent. You control the card, you control who sees it. Your rights are still protected.
