You give up you HIPAA rights any time you put another point of contact on your medical records. You can opt in, and you can opt out. You are speaking like ypu dont have control, because they ARE NOT PLACKNG YOU INTO A REGOSTRATION, THEY ARE GOVONG YOU YOUR OWN MEDICAL RECORDS.

I do records management training yearly, you are over simplifying the cases, making it sound like you are losing your rights, when you arent. You control the card, you control who sees it. Your rights are still protected.

If they put your records into an app (like they're talking about, it's a registry), then your records are being given to a 3rd party who might do god knows what with them. The way it's being discussed, those third parties are not considered health care and are not constrained by hipaa data access guidelines.

Anyone demanding to see those records for whatever purpose (buying travel tickets, entry to events, whatever), is yet another party that you will be providing your records to (forfeiting your privacy rights by giving your records to a demanding party).
