Stream up economics has been shown to work many times, due to the fact that giving poor people tax breaks or money means they will have more to spend. They will buy things from rich people who price their items cheaply, thus stimulating the colony and helping everyone.

You'll need to define what actually constitutes poor people. By the government definition, "poor people" don't pay income taxes and quite often get an earned income credit which is money back beyond anything withheld as taxes. Therefore, "poor people" are already getting subsidized when they file taxes each year.
