Considering the only other person who has the same icon as Raydog is who_am_i and nobody else is even close, I would say it's very unlikely the entire leaderboard is going to be that icon and above anytime in the foreseeable future. I do think they will eventually expand the leaderboard though as more and more people join Imgflip.
