there weren't necessarily any rules against alting

But as far as I'm concerned, only having 1 vote is about as basic a rule as you can get, and you broke that
I'm not really concerned about the fact that you used an alt to run either, but then you had to go and appoint yourself to Congress, giving yourself 2 votes
