I'm not sure if you do for a mere administrative matter, I think as Head of Congress you can do such a thing on your own

Plus certain congresspeople have been a bit afk. To encourage activity, I think if Congresspeople abstain from a Motion, then after a certain amount of time, it's more sensible to regard it as a forfeiture of their vote rather than as an automatic "no" vote.
