I feel like that will just cause a ton of work on the side of the mods, but I do understand why it's necessary

I think people dont understand how this law is gonna work. It only stops new users (or in this case alts) from posting memes and voting. It doesn't stop them from commenting. Mods would still have to flag and delete all the comments manually.
It's a good law, but it won't stop the alt army or the trolling.
