No, you got a legal letter saying that you need to pay IF you are watching TV. You're not. So it has the legal weight of toilet paper.
Again, try getting THAT deal from the mafia. You're complaining about NOTHING. AS USUAL.
When I lived there, the rule was that if you had a telly capable of picking up the PAL signal, you had to pay, whether you watched BBC or not. If you only had a NTSC set like some American military folks did, you were exempt.

That's not strictly true by law as anything capable of picking up a TV signal would be covered.
However, if you had an NTSC TV, that may well throw off the TV detectors that they use to look for violations. With no way to prove that you're guilty, you'll literally never be harassed about it. So fair enough.
