Yes but he would have to make a list of people in the stream for over 2 weeks seems like a lot of work.

Simple. Put their name down on paper, and tally how many days they are following.

You can be part of the stream, just not vote for 2 weeks

it's harder to be part of you can't vote. I'd suggest a day or two tho
