This was a pinprick strike in direct retaliation for a strike on our troops. Tit for tat. It won’t be a war: this is just what you have to do sometimes to show you can’t be f**ked with, especially in the knives-out diplomatic situation in the Middle East. The art of the deal, as Trump might say.
