As a person he's fine and I'd love to see him take a more active role in the series.
But the boob jokes are getting old. He hasn't done anything about his perverted thoughts/feelings, and it's been a while. Dekku grew in more ways than one, Kacchan is finding his place, and Todoroki has mostly worked through his parent issues, yet Mineta hasn't gone anywhere.

He's been pulling off stupid stuff like that the entire story. Trapping villains in the lake, ect.
