A sitting U.S. Senator has absolutely no authority to do anything in the state that they're from. They're elected to go to Washington to do their job.
In their home state, they're just another citizen. They can't call out the national guard. They can't thaw out the windmills.
Why sit in the middle of a disaster zone and be a drain on the system if you have the ability to get the hell out? Did Senators Feinstein and Harris stay in California whilst it burned?
