I understand what you are suggesting. But bottom line, if Congress is not involved, then it is not legislation. The President can propose things, but it goes nowhere as legislation without Congress.

The meme is referencing to changing laws by executive order. It is unconstitutional, but it has been suggested by Joe that he's really to do so.
