That's her disguise, essentially. Think about it. Church/Epsilon is the memory of the director. Carolina the daughter. Tex the mother. Tex is the failure unit, because that's how The Director remembers her, as she died, so, a failure. She's destined to fail at everything she does. Now, that doesn't mean she can't kick some ass.
