Well, then now to what i was originally referring:
https://www.kfztech.de/kfztechnik/elo/sensoren/drehzahlsensor.htm seems to be todays technology.
Every Truck and Bus ( had, not sure if this got changed) a Contact/(Hall-)Sensor, which was connected to the Can-Bus ( electronic bus system). This Sensor delivered 4 spikes/changes per Meter of driven distance. Also called the C4-Contact or C4 Sensor.
In combinaton with radio transmitted GPS and the local GPS in the bus and the addtiotional information from this sensor it is possible to locate such a vehicle with a precision of 50 centimeters.
It is only 50 cm and not 25 cem due to different possible tire diameters.
