It would play into the Republicans' plans to appear to negotiate, yet, let the Democrats pass this plan through Reconciliation. That allows them to blame the Democrats for not being "bi-partisan," and lay any problems or shortcomings at their feet. They can also pretend that they don't believe in deficit spending. Many of them probably feel, as most major economists do, that a plan this large is what we need at this time in the history of COVI-19.
