The thing with pure democracy is that you always get stuck with a majority of stupid people. This would basically ruin the worth that congress had if people get to directly vote on it, instead of electing congressmen to do it. Being "neutral" on the political compass lands you in centrism, which is a near non-existent ideology. They just can't get anything done if their number one priority is to protect peoples feelings
