What if God has told us to listen to the authorities

Pretty much everything we do as human beings is sinful. There's no need to point out specific ones, because we all do it constantly. That is the reason Jesus had to make the sacrifice that He made for us- we cannot do it ourselves.

If the authorities feel the need, then they will exercise their authority on people that don't wear masks. He who has never sinned can cast the first stone.

I'm talking about the state of man in this world. Just because humans are sinners does not mean we're "evil garbage." We're not. We're children of God and all being a sinner means is that no one is perfect.

Acknowledging that no one is perfect is not depressing or pessimistic, but the opposite. It helps to understand that we're all brothers and sisters in this world, in the same boat, and should cut each other some slack.
