I guess it's a democracy but it's not very formal. We have elections for President/Congress every few weeks. The winner of President gets made mod. Congresspeople have no real powers here but are akin to formal advisors (and they are made mod on a side-stream:

To be more specific, you could argue it's a constitutional monarchy with Captain_Scar (stream owner) as the monarch -- he has the ultimate and permanent power to set elections, mod the stream, etc. and his consent is needed for any impeachment action.
Some people want to further formalize the process, write a Constitution, etc.
